Rossland awards contracts for pool boilers, dump truck, Cook Avenue

Rossland city council has approved more than $1.2 million in spending on three separate items.

The biggest ticket item was a contract worth $905,000 including GST to complete below-ground infrastructure improvements on Cook Avenue.

Triahn Enterprises (2018) Ltd. of Chilliwack had the low bid. The only other bidder was Copcan Civil Limited Partnership, with a bid of $917,000.

A city staff memo said the project became urgent following the collapse of a storm main during this year’s freshet. The job will include replacing the existing sanitary system and water infrastructure plus repaving.

The total project budget, including engineering fees, is $1.28 million.

Council also agreed to buy a new five tonne dump truck with hooklift and sander from New West Truck for $345,141.

It will used as a plow and sand truck in the winter and for equipment transport during the summer. The arrangement includes the trade-in of the city’s 2009 Sterling dump truck.

The city issued request for proposals in July and received five responses. New West wasn’t the lowest bid, but the other four were all deemed non-compliant. It wasn’t clear from the staff report how they missed the mark.

Finally, Main Plumbing & Heating was awarded a contract of $31,800 plus taxes to supply new boilers to the pool.

According to a staff report, during routine start-up of the facility in June, an equipment failure caused a fire in the pool’s mechanical room that resulted in the loss of one of the two boilers.

The pool operated this year with the remaining boiler, but staff say operating under the same conditions into next year wouldn’t be practical. They added that replacing just one of old units wouldn’t make sense either.

Had council turned down the boiler purchase, staff recommend that the pool not operate in 2026. The total project cost is $39,300 including $7,500 for city labour and supplies. The work is expected to be completed this fall.
