Two companies advance to next stage of Castlegar arena expansion

Two companies will submit design-build proposals for the expansion of the Castlegar and District Community Complex.

The Regional District of Central Kootenay announced today that Scott Builders Inc. of Calgary and Kalesnikoff Mass Timber Inc., a local company, have signed on to the next round of the competition to add a second sheet of ice and a walking track to the building.

“This is a big milestone for this project,” community services manager Trisha Davison said in a news release. “Having two qualified proponents move into the design-build proposal stage gives us an opportunity to see how the project can be delivered within the identified requirements and budget.”

A third company, Smith Bros. & Wilson (Construction) Ltd., was also invited to participate, but ultimately decided not to.

In the next stage, shortlisted proponents will develop detailed proposals, which the RDCK said meet certain requirements that set out the project’s required functions, performance standards, site constraints and other expectations. Each proponent will receive a $50,000 honorarium once a complete design-build proposal is submitted.

The deadline for proposals is Nov. 4. By late November, the RDCK is expected to choose a preferred proponent. A public engagement period will follow between December and early February. A referendum is planned for Feb. 6, which will involve residents of the City of Castlegar and rural Area J. It’s expected to ask residents if they are willing to spend up to $15 million on the project. Although the actual price tag is expected to be higher, the RDCK is hoping to defray the cost through things like naming rights.
