Was Grand Forks election all about water meters?

The incoming and outgoing mayor of Grand Forks are at odds on what the biggest influence of the election was.

Incumbent Brian Taylor lost to Frank Konrad and says the anti-water meter people were the only real factor.

But Konrad disagrees with Taylor’s assessment saying he played down the city’s move to universal water metering in his campaign.

Konrad says the big issue was the lack of transparency and the way hundreds of citizens who petitioned against the meters were ignored.
