Not all members of Trail city council are in favour of being part of the Lower Columbia Community Development Team’s east end economic agreement.
Councillor Robert Cacchioni feels the city hasn’t been getting enough out of the service.
 There are clauses in the deal for both sides to cancel.
Cacchioni says he would have supported a two year deal at a fixed rate.
